"As the threat began to evolve and materialize, the first of several flash flood warnings for Palm Beach County was issued by the NWS’s Miami office at 10:49 p.m. Sunday for the same areas that had been under the flood watch since early Sunday. All things considered, the materializing of the heavy rainfall and flooding should not have come as a big surprise."
