Severe weather warning as snow forecast for England and Wales

In England there is a scale letting people know when and what to expect because of the weather.  For example when there is a yellow warning it means "be prepared."  Earlier in February there were severe weather warning that were issued for snow even on the last day of winter.  It was hypothesized that the high grounds would be affected while snow was unlikely to accumulate on low grounds.  The UK was lucky to enjoy a warmer winter on average but because the mercury is set to plummet there might be a change in this "enjoyable" winter.
