Strong rip currents and large waves will endanger anyone who attempts to venture into the water.
"Fishermen and others should be discouraged from being on jetties and rock walls into Monday," according to AccuWeather Senior Meteorologist Kristina Pydynowski. "They can get knocked down and swept out into the ocean by sneaker waves, or random larger waves, that can overtop these barriers."
Operators of small craft should use caution and heed all advisories that are issued.
Rosa is projected to make landfall on the northern part of Baja California on Monday evening, but its heavy rainfall and flood risk will extend beyond northwestern Mexico at a quicker pace.
