RAIN AND SEVERE STORMS IN THE UPPER MIDWEST

Record-level warmth has vastly outweighed any cool air so far this month. Ninety-eight percent of all records set since Feb. 5 have been due to warm air, while only one out of every 87 records set has been a record low.
Dozens of cities have set new all-time February record highs.
