NYC: Impending Winter Storm to Bring Flood Threat

New York City will escape substantial snow from an impending winter storm but not its heavy rain, wind and flood threat.
Enough warm air will surge in with the storm to bring mostly rain to New York City, the coastal areas and the nearby northern and western suburbs.
Rain will reach the city toward dawn on Tuesday, becoming heavy as the day progresses. Some flooding may result, especially across low-lying and poor drainage areas.
