Beijing geographical situation between mountain ranges, which creates an inversion layer (cold air held in place by warmer air mass), makes it very susceptible to smog. The conditions in December are right now as Beijing face their worst smog of the year due to a stagnant air mass in the city not spreading the massive pollution and emissions the major city produces. Chinese government issued orange forcing industrials sites to cut back or shut down work to help improve air quality.
"The U.S. Embassy in Beijing measured the air quality index at 611 micrograms per cubic meter; for context, the World Health Organization deems 25 migrograms per cubic meter to be safe and between 301 and 500 to be hazardous."
