It is extremely late in the season for a tropical storm, but Sebastien has formed and is expected to continue strengthening over the next 48 hours, forecasters at the National Hurricane Center said in a Wednesday night advisory.
The storm’s highest winds are hitting 50 mph and the storm is moving toward the north at 6 mph, according to the 5 p.m. advisory.
