A Ticking Time bomb in Fargo?

In March, a dire prediction was issued by forecasters at the National Weather Service (NWS) in Grand Forks/Fargo, N.D.:  a potential top five flood of record in Fargo and possibly other points along the Red River in North Dakota and northwest Minnesota.
Yet, the Red River has yet to rise above flood stage at any point along its length, despite some flooding on smaller creeks.
On April 11, volunteers in Fargo, N.D. reached their goal of filling one million sandbags in preparation for spring flooding.  This was done in just nine days.
However, the flood danger has not passed, but is merely delayed.
