Heavy rain in Southeastern Virginia on Monday caused street flooding in the Hampton Roads metropolitan area, which includes seven coastal cities including Virginia Beach, Norfolk and Williamsburg. Images from local media outlets showed waist-deep water in some places and emergency crews rescuing motorists from stranded vehicles. By Monday night, all roads were open again and no injuries were reported.
"Rich tropical moisture is getting wrung out by a stalled front and a weak area of low pressure along the Southeast coast," says weather.com meteorologist Nick Wiltgen. "As a result, we're getting rainfall rates of 2 to 3 inches per hour under some of these very slow-moving downpours, and that can easily lead to flooding in urban areas."
