Besides hurricane names going in alphabetical order, The World Meteorological Organization cycles through 6 lists of names. They must be "short, distinctive names". They also cannot be retired names. A name is retired if it's determined the storm was too catastrophic or deadly as it would be insensitive to use the name again. Hurricane Harvey has not been retired yet. As for Otto and Matthew, they have been removed as of 2016. Also, no names with less common letters are used.
